The authors compute the number of permutations and number of partitions of \(\{1,2,\dots,n\}\) that have fixed blocks under a given permutation from the symmetric group \(S_n\), thus obtaining new generalizations and \(q\)-analogues of Stirling numbers of the first and the second kind.
