In this extremely interesting paper, the author constructs seven infinite families of symmetric designs in a unified way (some of which he had discovered in earlier papers by different means). His key technique consists of exploiting the recent theory of building blocks introduced by Davis and Jedwab in their landmark paper ``A unifying construction for difference sets'' [J. Comb. Theory, Ser. A 80, No. 1, 13-78 (1997; Zbl 0884.05019)] for the construction of difference sets, in combination with the use of balanced generalized weighing matrices. This general approach clearly is a major advance in design theory.
