A central hyperplane arrangement \(A\) is a finite collection of codimension one linear subspaces of a fixed vector space. A fundamental invariant of \(A\) is the Poincaré polynomial \(\pi(A,t)\). It is defined via the Möbius function of the intersection lattice of \(A\). The main result of this paper is that the Poincaré polynomial of an essential, central arrangement \(A\) in a three-dimensional vector space over a field of characteristic zero is \((1+t)c_t(D_0(A)^\vee)\), where \(D_0(A)\) is the sheaf associated to the kernel of the Jacobian ideal of \(A\), and \(c_t\) is the Chern polynomial. The author also proves that for such an arrangement \(D_0(A)^\vee\) is a vector bundle on a 2-dimensional complex projective space and derives an algorithm for computing \(c_t(D_0(A)^\vee)\) from a free resolution of the Jacobian ideal of \(A\).
