Let $\beta= (\beta_n)$ be a sequence of positive real numbers such that $\sum_{n\geq 0}\beta_{n}^{-2}<\infty$. The small weighted Hardy space $\mathcal{H}(\beta)$ is the space of all analytic functions $f(z)=\sum_{n\geq0} c_nz^n$ on the unit disk $\mathbb{D}$ such that \[ \limsup_{n\rightarrow \infty} |c_n|^{1/n}\leq 1 \text{ and } \left(\sum_{n\geq 0}|c_n|^2 \beta_n^{2}\right)^{1/2} < \infty. \] Let $\mathbf{a}=(a_n)$ be a sequence of complex numbers. The Rhaly operator $R_{\mathbf{a}}$ on $\mathcal{H}(\beta)$ is defined as \[ R_{\mathbf{a}}(f)(z) =\sum_{n=0}^{\infty}\left(a_n \sum_{j=0}^{n}c_j\right) z^n, \text{ where }f(z)=\sum_{n\geq0} c_nz^n \in \mathcal{H}(\beta). \] In this paper, the authors present several properties of the Rhaly operator on the small weighted Hardy space $\mathcal{H}(\beta)$. In addition, they study the relations between the sequence $\mathbf{a}=(a_n)$ and the invariance, boundedness, compactness, Hilbert-Schmidt norm, and $p$-Schatten class properties of the Rhaly operator on the space $\mathcal{H}(\beta)$. They also characterize the closedness of the range of $R_{\mathbf{a}}$ on the space $\mathcal{H}(\beta)$.
