Classically, Donaldson-Thomas invariants are integer valued invariants that virtually count stable coherent sheaves on Calabi-Yau threefolds. Such invariants coincide with the weighted Euler characteristic of Behrend functions on moduli spaces of coherent sheaves on CY threefolds. Recently, many refinements of such invariants have been proposed and computed, such as the motivic and cohomological invariants introduced by Kontsevich-Soibelman, exploiting the natural refinement of Behrend function to motivic vanishing cycles and perverse vanishing cycles. Refined DT invariants are no longer integer valued but carry extra information on the CY threefold; for example, cohomological DT invariants are expected to carry an algebra structure, which globalize critical cohomological Hall algebras for quiver with super-potentials. This paper should be seen as a continuation of a previous paper of the author [``On categorical Donaldson-Thomas theory for local surfaces'', Preprint, \url{arXiv:1907.09076}], where a further refinement of DT invariants is proposed to triangulated (or dg) categories, called categorical DT theories. The general construction of such categories is at the moment out of reach but expected to be obtained as glueing of locally defined categories of matrix factorizations. Nevertheless, the author contructed \(\mathbb{C}^*\)-equivariant DT categories in the special case of local surfaces, i.e. the total spaces of canonical line bundles on surfaces, which is shown to be locally equivalent to the category of \(\mathbb{C}^*\)-equivariant matrix factorizations via Kozsul duality. DT categories are expected to recover cohomological DT invariants by taking periodic cyclic homology and their Euler characteristic should recover the classical DT invariants. The goal of this paper is to construct Hall-type algebra structures on DT categories for local surfaces. This is motivated by the categorification of cohomological Hall algebra structure recently defined by \textit{M. Porta} and \textit{F. Sala} [``Two-dimensional categorified Hall algebras'', Preprint, \url{arXiv:1903.07253}]. In particular, it is shown that their product structure has a suitable compatibility and descends to a product structure on DT categories. The associated product on \(K\)-theory realizes a globalization of \(K\)-theoretic Hall algebras for quiver with super-potentials of [\textit{T. Pădurariu}, ``K-theoretic Hall algebras for quivers with potential'', Preprint, \url{arXiv:1911.05526}]. The main motivation of this paper is to construct some algebra actions on Pandharipande-Thomas categories for local surfaces. Indeed, the author constructs annihilator actions of its simple operators that may be regarded as a categorification of Weyl algebra actions on homologies of Hilbert schemes of points on locally planar curves [\textit{J. V. Rennemo}, J. Eur. Math. Soc. (JEMS) 20, No. 7, 1629--1654 (2018; Zbl 1409.14011)], which are relevant for a possible future categorical understanding of the conjectural PT/GV formula.
