    The present paper provides new bounds for bilinear forms in Kloosterman sums for GL(3), improving previous results by \textit{M. P. Young} [Int. Math. Res. Not. 2016, No. 21, 6453--6492 (2016; Zbl 1404.11100)]. As an application, a spectral large sieve estimate is given, improving bounds by the first author [Invent. Math. 194, No. 3, 673--729 (2013; Zbl 1292.11064)]. The bounds are shown to be essentially optimal. Using the large sieve inequality, the authors prove an estimate for the second moment of \(L\)-functions associated with GL(3)-twists of GL(2) forms: \[ \int_{T\Omega}\left|L\left(\frac12+it,\pi\times f\right)\right|^2\,d\pi \ll_\varepsilon T^5+\varepsilon, \] where \(t\) is fixed, \(T^{1-\varepsilon}\ge |t|\) and \(f\) is an even Hecke-Maaß form with spectral parameter \(\le T^{1-\varepsilon}\). The main technical novelty is a decomposition of GL(3) Kloosteman sums. A considerable amount of work is needed to estimate integrals occurring in the Kusnetsov trace formula to a sufficient degree of precision.
