A model of an initial phase of tumor angiogenesis consisting of two parabolic and one elliptic equation is studied in two- and three-dimensional domains. The chemotactic processes are described by attractive and repulsive cross-diffusive mechanisms. Existence of global-in-time solutions is shown when the parameter related to repulsion is sufficiently large.
