    The author considers a flat cone \(X = {\mathbb R}_+ \times {\mathbb S}^1_{\sigma}\), where \({\mathbb S}^1_{\sigma} = {\mathbb R}/2\pi\sigma{\mathbb Z}\) with \(\sigma > 0\), with metric \(g = dr^2 + r^2d\theta^2\). Let \(\Delta_g\) be the Friedrichs extension of the (nonnegative) Laplace-Beltrami operator, initially defined on \(C_c^{\infty}(X)\). The author establishes explicit formulas for the Schwartz kernels of the Schrödinger propagator \(e^{-it\Delta_g}\), the resolvent \((\Delta_g - (\lambda^2 \pm i0))^{-1}\), and the spectral measure \(dE_{\sqrt{\Delta_g}}(\lambda)\). Dispersive estimates for the Schrödinger and half-wave propagators on flat cones are obtained as consequences of these formulas.
