The paper provides a characterization of maximal curves that can be realizable as a Harbater-Katz-Gabber (HKG) cover. This allows the paper to determine the Weiertrass semigroup at the unique wildly ramified point of the cover. The paper considers a maximal algebraic curve \(X\)\, of genus \(g\ge 2\)\, defined over a finite field \(\mathbb{F}_{q^2}\)\, of characteristic \(p>3\)\, and a group \(G\subseteq \mathrm{Aut}(X)\)\, which is a \(p\)-group. The couple \((X, G)\)\, is a HKG-cover if the cover \(X\rightarrow X/G\approx \mathbb{P}^1\)\, with Galois group \(G\),\, has only one fully and wildly ramified point \(P\). First the paper recalls results about curves with zero \(p\)-rank defined over an algebraically closed field of characteristic \(p>3\)\, and Theorem 1 gives a necessary and sufficient condition for the cover \(X\rightarrow X/G\)\, to be a HKG-cover. Then it considers the case of maximal curves over \(\mathbb{F}_{q^2}\)\, and Theorem 2 proves that \(X\rightarrow X/G\)\, to be a HKG-cover is equivalent to \(q<|G_1(P)|\)\, (\(G_1(P)\)\, a subgroup of \(G\)). Finally, as a corollary (Corollary 39), the paper explicitly gives the minimal generators of the Weiertrass semigroup \(H(P)\).
