    The main result of the paper under review is an extension to the context of Lie groupoids of the Cartier-Gabriel decomposition of the Hopf algebra of distributions with finite support on a Lie group, explained by Cartier in his primer of Hopf algebras [\textit{P. Cartier}, in: Frontiers in number theory, physics, and geometry II. On conformal field theories, discrete groups and renormalization. Papers from the meeting, Les Houches, France, March 9--21, 2003. Berlin: Springer. 537--615 (2007; Zbl 1184.16031)]. For a Lie groupoid \(\mathcal G\) over a smooth manifold \(M\), the authors construct an adjoint action of the associated étale Lie groupoid \(\mathcal G^\#\) of germs of local bisections of \(\mathcal G\) on the Lie algebroid \(\mathfrak g\) of \(\mathcal G\) as well as on the sheaf of germs of the universal bialgebra \(\mathcal U(\mathfrak g)\). With this action, they construct a convolution \(C_c^\infty(M)/\mathbb R\)-bialgebra \(C_c^\infty(\mathcal G^\#, \mathfrak g)\), whose elements are suitable functions with compact support on \(\mathcal G^\#\) with values in the sheaf of germs of the universal algebra \(\mathcal U(\mathfrak g)\). Then, under the assumption that \(\mathcal G\) is Hausdorff and paracompact, they relate this bialgebra to the algebra \(\mathcal E'_t(\mathcal G)\) of \(t\)-transversal distributions on \(\mathcal G\), by constructing a natural homomorphism of algebras \(C_c^\infty(\mathcal G^\#, \mathfrak g)\to \mathcal E'_t(\mathcal G)\). The kernel of this homomorphism is explicitly determined and it is shown that the distributions in its image have fiberwise finite support.
