      The author considers a new eigenvalue problem which is derived from a scalar inverse scattering problem for an isotropic media with a conductive boundary condition. The eigenvalues are called zero-index transmission eigenvalues using a conductive boundary condition. To find those special values, the problem at hand is reformulated as a fourth-order eigenvalue problem which is solved by a spectral-Galerkin method. Precisely, the numerical approximation is performed by considering finitely many Dirichlet eigenvalues and eigenfunctions of the Laplacian. The author also provides a convergence analysis including a convergence rate which is based on Weyl's law. Numerical results in two dimensions for two special geometries such as the unit disc and the unit square are given. Finally, a method is illustrated on how to estimate the refractive index with some assumptions on the conductivity parameter.
