Let \(\Phi\colon G\times M\to M\) be a smooth action of a connected Lie group \(G\) on a connected manifold \(M\). If \(\Phi\) extends to a smooth transitive action \(L\times M\to M\), where \(L\) is a Lie group containing \(G\) with \(\dim L=\dim M\), then the action \(\Phi\) is called homogeneous. In this setting, one of the main results of the remarkable paper under review is that if \(G\) is a simply connected nilpotent Lie group that contains no lattices and for which the centralizer in \(G\) of the derived group \(G'\) is equal to the center of \(G'\), and moreover \(M\) is a closed manifold with \(\dim M=\dim G+1\) and the action \(\Phi\) is locally free, then \(\Phi\) is smoothly orbitally conjugated to a homogeneous action whose global group is nilpotent (Theorem B). Additionally, one constructs a one-parameter family of pairwise nonisomorphic 9-dimensional nilpotent Lie groups to which the above theorem is applicable (Theorem A).
