    Let \(S\) be a locally compact, Hausdorff and jointly continuous topological semigroup with the measure algebra \(M(S)\). Let also \(M_a(S)\) be the subspace of \(M(S)\) consisting of all measures \(\mu\in M(S)\) such that the mappings \(x\mapsto\delta_x\ast |\mu|\) and \(x\mapsto |\mu|\ast\delta_x\) from \(S\) into \(M(S)\) are weakly continuous, where ``\(\ast\)'' and \(\delta_x\) stand for the convolution product on \(M(S)\) and the Dirac measure at \(x\), respectively. Denote by \(L_0^\infty(S; M_a(S))\) the space of all bounded \(M_a(S)\)-measurable functions on \(S\) vanishing at infinity. For a Banach algebra \({\mathcal A}\), a bilinear mapping \(\mathfrak{m}: {\mathcal A}\times {\mathcal A}\rightarrow {\mathcal A}\) is called a quasi-multiplier if for every \(a, b, c, d\in {\mathcal A}\) \[ {\mathfrak m}(ab, cd)=a {\mathfrak m}(b, c) d. \] The set of all separately continuous quasi-multipliers on \({\mathcal A}\) is denoted by \(\mathfrak{QM}({\mathcal A})\). In this paper, the authors prove that if \(S\) is a compactly cancellative foundation semigroup with identity, then \(\mathfrak{QM}(M_a(S))\) and the space of all quasi-multipliers of \(L_0^\infty(S; M_a(S))^*\) are isomorphic with \(M_a(S)\). Moreover, any quasi-multiplier on \(L_0^\infty(S; M_a(S))^*\) is of the form \(\phi_\mu\) for some \(\mu\in M_a(S)\) if and only if \(S\) is discrete, where \(\phi_\mu(m, n)=m\cdot\mu\cdot n\) for all \(m, n\in L_0^\infty(S; M_a(S))^*\). They also show that if \(S\) is a foundation semigroup with identity, then any bounded bilinear mapping \(\mathfrak{m}: M_a(S)^*\times M_a(S)^*\rightarrow M_a(S)^*\) which commutes with convolutions also commutes with translations. They give an example that shows that the converse does not remain true.
