The paper consists of two parts. The first proves some useful results on the theory of left Bousfield localisations of model categories. The second applies these results to the study of algebraic models of rational \(G\)-equivariant spectra. The paper starts with a study of how left Bousfield localisations of model categories interact with Quillen adjunctions and Quillen equivalences. The authors give several results on when a localisation of a Quillen adjunction is a Quillen equivalence. The key result of this first part is a homological localisations analogue of the Cellularization Principle of \textit{J. P. C. Greenlees} and \textit{B. Shipley} [Homology Homotopy Appl. 15, No. 2, 173--184 (2013; Zbl 1284.55021)]. In this context, a homological localisation of a symmetric monoidal stable model category \(\mathcal{C}\) at an object \(E \in \mathcal{C}\) is a left Bousfield localisation at the class of \(E\)-equivalences -- those maps \(f\) such that \(f \wedge E\) is a weak equivalence of \(\mathcal{C}\). The second part applies the first to give a \textit{symmetric monoidal} algebraic model for rational free \(G\)-spectra. While an algebraic model for rational \(G\)-equivariant spectra was given by \textit{J. P. C. Greenlees} and \textit{B. Shipley} [Bull. Lond. Math. Soc. 46, No. 1, 133--142 (2014; Zbl 1294.55002)], the model was based on torsion modules over the polynomial ring \(H^*(BG)\). The lack of a unit prevented this model from being a symmetric monoidal category. It is therefore unsuited for studying the monoidal product on rational free \(G\)-spectra. The new algebraic model given in this paper is defined as follows. Let be \(G\) a compact Lie group, with identity component \(N\) and \(W=G/N\). For \(I\) the augmentation ideal of \(H^*(BN)\) (where this ring is equipped with a \(W\)-action throughout), let \(L_0^I\) be the zeroth derived functor of \(I\)-adic completion. A module \(M\) is said to be \(L_0^I\)-complete if it is isomorphic to \(L_0^I M\). The authors prove that the model category of \(L_0^I\)-complete \(H^*(BN)[W]\)-modules is symmetric monoidally Quillen equivalent to the model category of rational \(G\)-spectra localised at the suspension spectrum of \(EG_+\). This last model category is known as rational \textit{cofree} \(G\)-spectra and is symmetric monoidally Quillen equivalent to the model category of rational free \(G\)-spectra.
