This paper is part of a series by the same authors on the existence of finite-dimensional Nichols algebras over a group \(G\) of Lie type. Here, \(G\) is a Chevalley or a Steinberg group, different from \(\mathbf{PSL}_n(q)\) and \(\mathbf{PSp}_{2n}(q)\), and the Nichols algebra has its support in an idempotent conjugacy class of \(G\). It is proved that such a Nichols algebra is never finite-dimensional (the unipotent conjugacy classes of such a group collapse, with the terminology used in the text), a the possible exception of on one class of involutions in \(\mathbf{PSU}_n(2^m)\). This is proved by using three criteria on the rack associated to the conjugacy class, with a recursive step by reduction to Levi subgroups. For Part III and V, see [the authors, Rev. Mat.
