The authors develop a framework for parabolic problems which can be degenerate in certain spatial regions. The approach used by the authors is related to evolution equations in Hilbert spaces, and involves only minimal assumptions on the boundary. This framework is used to analyze the structure of the degenerate eddy current problem. This eddy current problem is then justified as a limiting model of Maxwell's equations.
