    The author computes the asymptotic distribution of eigenvalues for the Maxwell operator: \[ {\mathcal M}(u,v)=\{i\epsilon^{-1}rot v,\quad - i\mu^{-1}rot u\}_{\Omega}, \] where u,v belong to specific subsets of \(H^ 1(\Omega,C^ 3)\), and \(u_{\tau | \Gamma}=0\), \((\mu v)_{n| \Gamma}=0\), \(\Gamma\) denoting a smooth boundary of the region \(\Omega \subset {\mathbb{R}}^ 3.\) In general, \({\mathcal M}\) is not elliptic, but some of its properties can be deduced from the properties of a self-adjoint regular elliptic system: \[ Au=\epsilon^{-1}rot(\mu^{-1}rot u)-\text{grad} div(\epsilon u)=h,\quad u_{\tau | \Gamma}=0,\quad div(\epsilon u)_{| \Gamma}=0. \] Let N(\(\Lambda\),\({\mathcal M})\) be the number of eigenvalues of \({\mathcal M}\) contained between 0 and \(\Lambda\). The author computes \(\lim_{\Lambda \to \infty}N(\Lambda,{\mathcal M})\) and proves an interesting property of sets on which multiplicity of eigenvalues is not constant.
