    In this paper, input-to-state stability (ISS) of continuous-time systems is analyzed via Lyapunov functions with relaxed constraints, named ISS finite-time Lyapunov functions. Such a function decreases along the trajectories of system (without inputs) after a certain time, and not at every time. ISS of a continuous-time system is first proved via finite-time robust Lyapunov functions for an introduced auxiliary system. Instead of the traditional condition for the derivative of an ISS Lyapunov function along the trajectories of the considered continuous-time system without inputs to be negative, for a finite-time robust Lyapunov function \(V\) it is assumed that \(V(x(T;x_0;u(\cdot)))\leq\rho((V(x_0))\) for a positive definite function \(\rho\) with \((id-\rho)\in\mathcal{K}_{\infty}\). It is then obtained that the existence of a finite-time ISS Lyapunov function implies that the continuous-time system is ISS. The converse finite-time ISS Lyapunov theorem is proposed, that is under certain conditions if system is ISS, then any scaled norm is a finite time ISS Lyapunov function. Furthermore, the properties of finite-time ISS Lyapunov functions for the continuous-time system are used on a bounded and compact set without a small neighborhood of the origin. The effectiveness of the results is illustrated by four examples.
