    This very interesting paper concerns the incompressible Navier-Stokes equations on a particular torus. When the viscosity coefficient is \(\nu=0\), then the Euler equations are recovered. A special solution, called the bar state (or Kolmogorov flow), is considered, which for \(\nu=0\) becomes \((- \cos y, 0)\). The linear inviscid damping and the vorticity depletion phenomena to the Kolmogorov flow on the torus are extended. The authors' results confirm \textit{F. Bouchet} and \textit{H. Morita}'s predictions [Physica D 239, No. 12, 948--966 (2010; Zbl 1189.35234)] based on numerical computations. The linear inviscid damping for the linearized Euler equations around the Kolmogorov flow is studied in the first part, by using the vorticity formulation given by the formulas (1.2). The 2-D incompressible Navier-Stokes equation with small viscosity on the torus is studied in the second part by using the vorticity formulation (1.4). The homogeneous and inhomogeneous Rayleigh equations are studied in Sections 3--4 using the Wronskian properties. The linear inviscid damping is studied in Section 5, using the limiting absorption principle; a solution formula of the linearized Euler equations is given. Estimates of some specific integral operators are given in Section 6, using basic properties of Hilbert transform. Linear and nonlinear enhanced dissipation are studied in Sections 10--11, based on the wave operator studied in [\textit{T. Li} et al., ``Pseudospectral and spectral bounds for the Oseen vortices operator'', Preprint, \url{arXiv:1701.06269}]. A large list of references is given in the last part, containing important recent results in the topic.
