Consider the linear second-order partial differential operator \[ \mathcal{H}=\sum_{i,j=1}^Nq_{i,j}(z)\partial^2_{x_i,x_j}+\sum_{k=1}^Nq_{k}(z)\partial_{x_k}-\partial_t \] in the strip \[ S=\big\{z=(x,t)\colon\quad x \in \mathbb{R}^N,\ T_1 < t < T_2\big\},\qquad -\infty\leq T_1 < T_2\leq \infty. \] Here the coefficients \(q_{i,j}=q_{j,i}\) and \(q_k\) are \(C^\infty\)-smooth, and the characteristic form \[ q_{\mathcal{H}}=\sum_{i,j=1}^Nq_{i,j}(z)\xi_i\xi_j,\quad \xi=(\xi_1,\ldots,\xi_N)\in \mathbb{R}^N, \] is nonnegative definite and not totally degenerate, that is, \(q_{\mathcal{H}}(z,\cdot)\geq0,\) \(q_{\mathcal{H}}(z,\cdot)\not\equiv0\) for each \(z\in S.\) Assuming \textit{hypoellipticity} of \(\mathcal{H}\) and of its adjoint \(\mathcal{H}^*,\) and the existence of a global fundamental solution of \(\mathcal{H}\) satisfying two-sided Gaussian bounds, the authors prove a Wiener-type characterization of the boundary regularity in the spirit of a classical result by \textit{E.M. Landis} [Sov. Math., Dokl. 10, 380--384 (1969); translation from Dokl. Akad. Nauk SSSR 185, 517--520 (1969; Zbl 0187.03803)].
