The shape optimization problem related to the behavior of the first eigenvalue of a variational problem (1.1) (see the paper) attached to a membrane and a one-dimensional stiffener, is considered in the paper. Two optimization problems and main results are formulated in Section 2. The proofs of main results are given in Section 3. The proofs are technical and interesting, based on the De Pascale-Evans-Pratelli lemma [\textit{L. De Pascale} et al., Bull. Lond. Math. Soc. 36, No. 3, 383--395 (2004; Zbl 1068.35170)]. The radial case and maximization problems are also considered. Finally, some open problems are formulated in Section 6.
