    The article under review addressed the mathematical construction of a transform that is invariant to a finite rotation group and is stable to small perturbations. Using a rotational uniform covering frame, the authors derived the corresponding rotational Fourier scattering transform. They proven that the transformation is rotationally invariant to a finite rotation group, is bounded above and below, is nonexpansive, and contracts small translations and additive diffeomorphisms. They also discussed connections between this new family of directional representations and previously constructed ones.
