In this paper the authors introduce the notion of a \textit{braided Coxeter category} which they describe, informally, as a monoidal category together with compatible commuting actions of a generalised braid group and Artin's braid groups on the tensor products of its objects. They also introduce the notions of \textit{diagrammatic Lie bialgebra} and \textit{diagrammatic Hopf algebra} and show how these give rise to examples of braided Coxeter categories through their categories of Drinfeld-Yetter modules. Examples of braided Coxeter categories are shown to be provided by the category \(\mathcal O^{\text{int}} U_\hbar \mathfrak g\) of integrable highest weight representations of the quantum group \(U_\hbar \mathfrak g\), where \(\mathfrak g\) is a symmetrisable Kac-Moody algebra, from the quantum Weyl group operators of \(U_\hbar \mathfrak g\) and the \(R\)-matrices of its Levi subalgebras. Based on results of their previous paper [Sel. Math., New Ser. 24, No. 4, 3529--3617 (2018; Zbl 1431.17008)], they prove that this braided Coxeter category structure can be transferred to the category \(\mathcal O^{\text{int}}\mathfrak g\) of integrable highest weight representations of \(\mathfrak g\). This is the first of a series of three papers where the authors extend, to the context of arbitrary symmetrisable Kac-Moody algebras, the description of the monodromy of the rational Casimir connection of a complex semisimple Lie algebra in terms of quantum Weyl groups obtained by the second author in [Duke Math. J. 112, No. 3, 421--451 (2002; Zbl 1016.17010); Adv. Math. 210, No. 1, 375--403 (2007; Zbl 1171.17003); IMRP, Int. Math. Res. Pap. 2008, Article ID rpn009, 167 p. (2008; Zbl 1169.17010); ``Quasi-Coxeter quasitriangular quasibialgebras and the Casimir connection'', Preprint, \url{arXiv:1601.04076}]. The second paper of the series appeared in [Adv. Math. 347, 1--104 (2019; Zbl 1442.17015)].
