Following notations and definitions used for the universality in Voronin's sense property, denote by \(K\) a compact subset of the strip \(D:=\{s \in \mathbb{C}: 1/2 < \sigma <1\}\) with connected complement, and by \(H(D)\) the space of analytic functions on \(D\) with the topology of uniform convergence on compacta, and let \(f(s)\) be a continuous function on \(K\) and analytic in the interior of \(K\). In the paper, it is shown that the Hurwitz zeta-function \(\zeta(s,\alpha):=\sum_{m=0}^{\infty}(m+\alpha)^{-s}\), \(s=\sigma+i t\), with algebraic irrational parameter \(\alpha\), \(0<\alpha \leq 1\), is universal in certain sense. More precisely, if there exists a nonempty closed set \(F \subset H(D)\) and \(f(s) \in F\), then the function \(f(s)\) can be approximated by the shifts of \(\zeta(s,\alpha)\). Also, instead of positive lower density studying ordinary limit for all but at most countable many \(\varepsilon>0\), an analogous result is obtained. Note that both universality theorems are implicit. For Part II, see [the third author, Proc. Steklov Inst. Math. 314, 127-137 (2021; Zbl 1497.11224); translation from Tr. Mat. Inst.
