If a finite group \(G\) acts on a surface \(\Sigma_g\) of genus \(g\) and it can act on the pair \((S^3,\Sigma_g)\) for possible embeddings \(e:\Sigma_g\to S^3\), then the group action is said to be extendable with respect to \(e\). The main theorem in this paper states that there are twenty-one conjugacy classes of finite cyclic actions on \(\Sigma_2\), the surface of genus two. The extendability of each of the classes is determined in detail. The symbol for a class is followed by notation indicating that the map has orientation preserving, orientation reversing, both orientation preserving and orientation reversing extensions or no extension at all. For example, the involution determined by the axis through the diameters of the three circles and the two holes in \(\Sigma_2\) has an orientation preserving extension but no orientation reversing extension while the involution determined by the axis through the diameter of the circle dividing \(\Sigma_2\) into two genus one handlebodies admits an orientation preserving extension and an orientation reversing extension.
