A curvature model \((V,\mathcal A)\) is a vector space equipped with an element \(\mathcal A\in V^*\otimes V^*\otimes\text{End}(V)\) such that \(\mathcal A\) has the same symmetries as an affine curvature operator. Such a model is called projective affine Osserman if the spectrum of the Jacobi operator, \(\mathcal J_x(y)=\mathcal A(y,x)x\), is projectively constant. There are topological conditions imposed by Adams' theorem (vector fields on spheres) on such a model. In the present paper, the authors construct projective affine Osserman curvature models in dimensions \(m\equiv 1(2)\), \(m\equiv 2(4)\), and \(m\equiv 4(8)\) which realize all possible eigenvalue structures allowed by Adams' theorem.
