This paper is devoted to the study of the edge flips in surface meshes. The authors propose for study a class of \((\epsilon, \alpha)\) meshes of a surface with some special properties. Also, a link between edge flipping and Delaunay triangulation is established. Some graphical experiments are done in Section 7 and the authors point out that the edge flips can be performed in time linear in the number of vertices. In conclusion, the paper is well written, comprehensive and some nice results are obtained.
