This long paper is commensurate with its long title and a number of different notions it treats. The context is general -- that of abelian categories and some non-abelian as well, and the results generalize known results in the categories of modules and Grothendieck categories. Some of these results are about completeness of cotorsion theories and existence of covers and envelopes in locally presentable abelian categories. The authors apply the general results to the categories of contramodules over topological rings, and this is where some examples and counterexamples are to be found. Here is one of many results in the paper: Assume that \(R\) is complete and separated, associative and unital topological ring with a countable base of neighborhoods of zero formed by open right ideals. Then the full subcategory of flat \(R\)-contramodules in \(R\)-Contra is (a) closed under the kernels of epimorphisms; (b) closed under extensions; (c) strongly closed under directed colimits.
