This work considers a sequential procedure for derivation of a system of equations, which comprises the flux equation and the non-local diffusion+drift equation with a sink, basing on the energetic variational approach, where the Hamiltonian and dissipative parts are determined by the least action principle determines part, and the maximum dissipation principle, respectively. Since the non-local diffusive term is determined by its Fourier transform \(F^{-1}(i\xi|\xi|^{-2s}F\rho(\xi))\), which contains power-law dependence, a special study of \(s\)'s value influence was evaluated. Finely, the global existence and uniqueness of a mild solution for this system was proven and discussed.
