    The authors study the asymptotic behavior of a class of semigroups that contains delay systems of neutral type governed by \[ \dot{z}(t) = A_{-1} \dot{z}(t-1) + \int_{-1}^0 A_2(\theta) \dot{z}(t+\theta) \, d\theta + \int_{-1}^0 A_3(\theta) z(t+\theta) \, d\theta \] where \(A_{-1}\) is invertible and \(A_2\) and \(A_3\) are square integrable. In the study of stability, the critical case is a growth bound equal to zero since the system is then not exponentially stable but may still be asymptotically stable; every solution then tends to zero but arbitrary slowly. The convergence may however be uniform for a subset of sufficiently regular initial values if the system is polynomially stable (see [\textit{A. Bátkai} et al., Math. Nachr. 279, No. 13--14, 1425--1440 (2006; Zbl 1118.47034)]). The authors show that for the class of semigroup that they consider, which are not necessarily bounded, the location of the spectrum of the semigroup generator controls the asymptotic behavior of its resolvent on the imaginary axis and the asymptotic behavior of the solutions when the initial values are sufficiently regular. A corollary of this result is a characterization of polynomial stability based on the location of the spectrum. For delay systems of neutral type, in many cases a direct study yields a verdict with respect to asymptotic stability; the general result above complements these results; under an assumption on the location of the spectrum, it provides the existence of asymptotically stable dynamics on dense subsets. The same approach is also used to prove the existence for delay systems of neutral type with inputs of a bounded linear feedback such that polynomial convergence to zero may be achieved for sufficiently regular initial values.
