In this paper, the authors generalize all the results in their work [``Recurrent optimality conditions of singular controls in delay control systems'', in: Proceedings of the 3rd international conference on problems of cybernetics and informatics, PCI 2010. 3--5 (2010)] by considering a larger class of singular controls and proposing modified versions of the variation transformation method due to [\textit{H. J. Kelley} et al., ``Singular extremals'', in: Topics in optimization. New York: Academic. 63--101 (1967)] and the matrix impulse method [\textit{R. Gabasov}, Sov. Phys., Dokl. 13, 1094--1095 (1968; Zbl 0185.23902); translation from Dokl. Akad. Nauk SSSR 183, 300--302 (1968)]. In the optimality analysis of singular (in classical sense) controls, the variation of controls is defined using Legendre polynomials, which represent a more convenient approach. The results are new and interesting.
