The paper extends the classical differential inclusions in Banach spaces to study the differential inclusions on Riemannian manifolds which does not possess a linear structure in general. First some topological properties such as the non-emptiness and compactness of the reachable set are obtained under the linear growth condition by using numerical Euler solution which is similar to the case of ordinary differential equations. Then a characterization for the invariance of solutions with respect to a closed set is provided. The obtained results are used to study the control affine systems on Riemannian manifolds where the vectors fields are continuous or locally Lipschitz.
