Summary: We consider a modified version of the two-dimensional Navier-Stokes (NS) equation introduced in [\textit{E. Caglioti}, the first author and \textit{F. Rousset}, J. Phys. A, Math. Theor. 41, No. 34, Article ID 344001, 9 p. (2008; Zbl 1143.76022); Commun. Math. Phys. 290, No. 2, 651--677 (2009; Zbl 1186.35135)] preserving energy and momentum of inertia. The physical motivation of this approach is the occurrence of different dissipation time scales. The constraint we consider is related to the gradient flow structure of the 2-D Navier-Stokes equation with respect to the Wasserstein metric. In this paper we justify the choice of this metric from the point of view of the stochastic vortex theory.
