    The equation \[ \alpha(x)\phi(x)+\int_\Sigma\frac{\phi(y)\,dy}{|x-y|^3}+\int_\Sigma\tilde{B}_1(x-y)\phi(y)\,dy +\int_\Sigma\frac{B_2^*(x,y)}{|x-y|^\beta}\phi(y)\,dy = f(x), \,\,x\in \Sigma\setminus\partial\Sigma \] is considered under the following conditions: \(\Sigma\) is a convex bounded domain in the plane \({\mathbb R}^2\) with the boundary \(\partial\Sigma\) being a closed piecewise \(C^2\) curve, \(\alpha\) and \(B_2^*\) are Hölder continuous (in one and two variables, respectively), and \(\tilde{B}_1\) is continuously differentiable on \({\mathbb R}^2\setminus\{0\}\), satisfying \[ |\tilde{B}_1(x)|\leq\frac{C_1}{|x|^2},\, |\nabla\tilde{B}_1(x)|\leq\frac{C_2}{|x|^3}, \, \int_{r_1\leq |x|\leq r_2}\tilde{B}_1(x)\, dx=0 \text{ for all } 0<r_1<r_2. \] It is shown that the equation is Fredholm when considered in the Hölder space \(H^\mu(\Sigma)\) for \(\mu< 1/2,\, 2-\beta\) and \(\mu\leq\beta\), under the additional condition that \(\phi\) vanishes on \(\partial\Sigma\) and belongs to \(H^{1,\mu}(\Sigma_1)\) for any closed \(\Sigma_1\subset \Sigma\setminus\partial\Sigma\).
