The author studies the following conjecture: Let \(X\) be a compact Kähler manifold. Then, there exists a finite sequence of blow-ups of \(X\) such that the blown-up manifold obtained admits a cscK (constant scalar curvature Kähler) metric. It is proved in this work that if \(X\) is a compact, complex, smooth toric surface, then there exist a finite sequence of blow-ups of \(X\) at torus fixed points such that the blown-up toric surface admits a cscK metric. The proof relies on the classification of toric surfaces and results of \textit{C. Arrezo} and \textit{F. Pacard} [Acta Math. 196, No. 2, 179--228 (2006; Zbl 1123.53036); Ann. Math. (2) 170, No. 2, 685--738 (2009; Zbl 1202.53069)] on blow ups of cscK metrics.
