    In this paper the author shows that three-dimensional homogeneous Ricci flow solutions that admit finite-volume quotients have long-time limits given by expanding solitons, and that the same holds true for a large class of four-dimensional homogeneous solutions. He furthermore gives an extension of Hamilton's compactness theorem that does not assume a lower injectivity radius bound, in terms of Riemannian groupoids (i.e. étale groupoids endowed with an invariant Riemannian metric). Using this, the author shows that the long-time behavior of type-III Ricci flow solutions (i.e. one-parameter families \(\{g(t)\}_{t\in(0,+\infty)}\) of Riemannian metrics on a manifold \(M\) that satisfy the Ricci flow equation and have sectional curvature that decay at least as fast as \(t^{-1}\)) is governed by the dynamics of an \({\mathbb R}_+\)-action on a compact space.
