For a finite dimensional space \(X\), let \({\mathcal L}(X)\) denote the space of operators acting on \(X\). The main result of this paper states that a linear map \(\varphi:{\mathcal L}(X)\rightarrow{\mathcal L}(X)\) preserves the local spectrum at \(x_0\in X\) if and only if there exists an invertible \(A\in {\mathcal L}(X)\) such that \(A(x_0)=x_0\) and \(\varphi(T)=ATA^{-1}\), for every \(T\in {\mathcal L}(X)\). In the end, an analogous result for a complex Banach space is conjectured.
