Let \({\mathbf E}\) be an elliptic curve over a finite field \(\mathbb{F}_q\) of \(q\) elements given by the equation \[ \mathbf{E}: y^2+(a_1x+a_3)y=x^3+a_2x^2+a_4x+a_6, \] with some \(a_1,\ldots, a_6\in \mathbb{F}_q\). Let \(\oplus\) denote the group operation in the Abelian group of points on \({\mathbf E}\), \(x(P)\) the \(x\)-component of a point \(P=(x(P), y(P))\in{\mathbf E}\). The author gives a nontrivial bound for the bilinear character sums \[ W_{\rho, \vartheta}(\psi, \mathcal {U}, \mathcal {V}) =\sum_{U\in \mathcal {U}}\sum_{V\in \mathcal {V}}\rho(U)\vartheta(V)\psi(x(U\oplus V)), \] where \(\mathcal {U}\) and \(\mathcal {V}\) are arbitrary sets of \(\mathbb{F}_q\)-rational points on \({\mathbf E}\) with \(\#\mathcal {U}>q^{\frac{1}{2}+\varepsilon}\) and \(\#\mathcal {V}>q^\varepsilon\), \(\psi\) is a nontrival additive character of \(\mathbb{F}_q\) and \(\rho(U)\) and \(\vartheta(V)\) are arbitrary bounded complex functions supported on \(\mathcal {U}\) and \(\mathcal {V}\), respectively. Applying this bound, the author studies the Sárközy problem for elliptic curves, character sums with Beatty sequences on elliptic curves and certain twisted character sums.
