Non-elementary Möbius groups generated by two parabolic transformations are parameterized up to conjugacy by a non-zero complex number \(\lambda\). This parameter space has been studied extensively. Most known results are about discrete groups. In this significant paper, the author seeks an algebraic classification of all groups whether or not they are discrete, that is, of all representations \[ G_{\text{two parabolic generators}}\mapsto \text{PSL}(2, \mathbb{C})/ \text{conjugacy}. \] By using the results of the author and \textit{P. Waterman} [J. Anal. Math. 98, 1--42 (2006; Zbl 1134.30029)], the author obtains an additional structure theorem, Theorem 6.2, for the representation space, which is termed as the two-parabolic space. By using this structure, the author identifies groups that contain additional conjugacy classes of primitive parabolics, which are called parabolic dust groups, non-free groups off the real axis, and groups that are both parabolic dust and non-free; some of these contain \(\mathbb{Z}\times \mathbb{Z}\) subgroups. This structure theorem also allows the author to obtain a new explicit geometric construction for some non-classical \(T\)-Schottky groups.
