In this work the author introduces and studies Besov spaces in \(R^n\) associated with an expansive dilation \(A\). The starting point is a basic representation formula for tempered distributions \[ f = \sum_{q \in {\mathcal Q}} \langle f, \varphi_Q \rangle \psi_Q, \quad \text{ where} \quad {\mathcal Q} = \{A^{-j}([0,1]^n + k) : j \in Z, k \in Z^n\}, \] and \(\varphi_Q\) and \(\psi_Q\) are translates and dilates of functions \(\varphi\) and \(\psi\) that satisfy the Calderón conditions \[ \text{ supp}\, \widehat{\varphi}, \text{ supp}\, \widehat{\psi} \subset [-\pi,\pi]^n \setminus \{0\} \] and \[ \sum_{j \in Z} \overline{\widehat{\varphi}((A^{\ast})^j\xi)} \widehat{\psi}((A^{\ast})^j\xi) = 1 \quad \text{ for\, all}\, \xi \in R^n \setminus \{0\}. \] This study extends the isotropic Paley--Littlewood methods of dyadic \(\varphi\)--transforms of \textit{M. Frazier} and \textit{B. Jawerth} [Indiana Univ. Math J. 34, 777--799 (1985; Zbl 0551.46018); J. Funct. Anal. 93, No.~1, 34--170 (1990; Zbl 0716.46031)] to nonisotropic settings.
