Let \(S\) be a singular projective surface over a field of arbitrary characteristic. In this paper the author investigates when the Chow group \(\text{CH}_0(S)\) of zero cycles on \(S\) becomes finite-dimensional under the hypothesis that its normalisation \(\widetilde S\) has finite-dimensional Chow group of zero cycles. Suppose that \(\widetilde S\) is smooth and there exist divisors \(Z' \subset\widetilde S\), \(Z\subset S\) with \(Z'\to Z\) finite and \(\widetilde S\to S\) is the push out of the morphisms \(Z'\to\widetilde S\) and \(Z'\to Z\). Furthermore assume that (1) the components of \(Z\) intersect transversally with at most three components passing through any point in \(Z\) and that (2) \(Z'\) is a normal crossing divisor with smooth rational components. The main theorem shows that under these hypotheses, if \(\text{CH}_0(\widetilde S)\) is finite dimensional and \(H^1 (S,{\mathcal O}_S)\cong H^i(S,{\mathcal O}_{\widetilde S})\) for \(i=1,2\), then so is \(\text{CH}_0(S)\).
