This interesting paper extends work of the author on base-normality [Topology Appl. 148, No. 1--3, 123--142 (2005; Zbl 1064.54012)], itself motivated by work of \textit{J. E. Porter} on base-paracompactness [Topology Appl. 128, No. 2--3, 145--156 (2003; Zbl 1043.54010)]. The author introduces the definition: a space \(X\) is strongly base-normal if there is a base \(\mathcal B\) for \(X\) with \(|B|=\omega(X)\) satisfying that every pair of disjoint closed sets \(F_0\), \(F_1\) of \(X\) admits a star-finite cover \({\mathcal B}'\) of \(X\) by members of \(\mathcal B\) such that, for every \(B\in {\mathcal B}'\), either \(\overline B\cap F_0=\phi\) or \(\overline B\cap F_1=\phi\) holds. Strong base-collectionwise normality is defined similarly. Amongst other results, the author produces a base-normal (metric) space which is not strongly base-normal and proves that \textit{M. E. Rudin's} Dowker space [Fundam. Math. 73, 179--186 (1971; Zbl 0224.54019)] is strongly base-collectionwise normal.
