The paper concerns the scattering of electromagnetic waves by many small impedance particles embedded in a homogeneous medium. The medium created by the embedding of the small particles has new physical properties, in particular a spatially inhomogeneous magnetic permeability. The authors obtain an analytic formula for the permeability of the resulting medium when the characteristic size of a particle tends to zero and the number of particles tends to infinity at a suitable rate. It is expressed in terms of the distribution density of the small particles and their boundary impedances. A numerical method is developed for solving the many-body wave scattering problem when the scatterers are small with respect to the wave length. The paper includes many numerical experiments, in particular examples demonstrating the possibility to create media with piecewise-constant permeability.
