    The interesting paper under review deals with fourth order divergence form elliptic systems with discontinuous coefficients in a nonsmooth domain. Precisely, the authors study the Dirichlet problem \[ \begin{cases} D_{\alpha\beta}\left(A^{\alpha\beta ab}_{ij}(x) D_{ab} u^j(x)\right)=D_{\alpha\beta} f^i_{\alpha\beta}(x) & \text{in}\;\Omega,\\ |u^i|+|Du^i|=0 & \text{on}\;\partial\Omega, \end{cases} \] with \(i,j=1,\dots,N;\) \(\alpha,\beta,a,b=1,\dots,n.\) Here \(\Omega=\bigcup_{m=0}^K \Omega^m\) is a bounded set of \(\mathbb{R}^n\) and \(\{\Omega^m\}_{m=0}^K\) are disjoint subdomains of \(\Omega\) with Reifenberg flat boundaries. As for the coefficient tensor \(\mathbf{A},\) it is defined on \(\Omega\) as \[ \mathbf{A}=\sum_{m=0}^K \mathbf{A}^m \chi_{\Omega^m}, \] where \(\mathbf{A}^m=\{A^{\alpha\beta ab}_{ij}\}^{(m)}: \mathbb{R}^n\to \mathbb{R}^{n^2N\times n^2N}\) for \(m=1,\dots,K,\) are assumed to be functions with small BMO seminorms in \(\Omega^m.\) The main result of the paper asserts global \(W^{2,p}\) regularity, for all \(p\in(1,\infty),\) of the weak solution to the above problem, with an estimate for \(\|D^2u\|_{L^p(\Omega)}\) in terms of \(\|f^i_{\alpha\beta}\|_{L^p(\Omega)},\) independent of the distance between the subdomains \(\Omega^m.\)
