In this paper the authors show that any two even triangulations of a given closed surface that have a sufficiently large number of vertices can be transformed into each other using the \(N\)-flip and \(P_2\)-flip operations if and only if the monodromies of the two triangulations are congruent. Here the \(N\)-flip and \(P_2\)-flip operations are local moves which change the triangulation within a hexagonal region (definitions of these moves can be found in the review of [Discrete Math. 308, No.\,23, 5454--5462 (2008; Zbl 1178.05035)]); triangulations are considered up to homeomorphism; and the monodromy is a representation of the fundamental group into \(S_3\) induced by the triangulation.
