The theory of pseudo-spectra developed (particularly in papers of the author) for investigating properties of non-self-adjoint (NSA) operators [\textit{E. B. Davies}, J. Oper. Theory 43, 243--262 (2000; Zbl 0998.34067)] is applied to second-order differential operators. For this aim, a new and more general definition of pseudo-spectra is given which provides a link with the geometry of phase space. The paper has three parts. In the first one an abstract approximate spectral theorem for NSA operators is proved which is shown to be connected with quantization. The second part relates the theory to the semi-classical analysis of differential operators. Finally, the concept of boundary pseudo-eigenvectors is introduced and the procedure of their construction described.
