      Let \(C(Q)\) denote the Banach space of all complex-valued continuous functions on a compact metric space \(Q\) endowed with the uniform norm, \(P\) denotes a finite-dimensional subspace of \(C(Q)\), \(\{\Omega_t: t\in Q\}\) denotes a family of non-empty closed convex sets in the complex plane \(\mathbb{C}\) and let \(P_r= \{p\in P: p(t)\in \Omega_t\) for each \(t\in Q\}\). For a function \(f\in C(Q)\), an element \(p^*\in P_\Omega\) satisfying \[ \| f- p^*\|= \text{inf}_{p\in P_n}\| f- p\| \] is called a best restricted range approximation to \(f\) from \(P\) with respect to \(\{\Omega_t\}\). To provide a Kolmogorov-type condition for characterizing \(p^*\), it is usually assumed that there exists an element \(\overline p\) of \(P_n\) such that \(\text{int}_{t\in Q}(\Omega_t- \overline p(t))\neq\emptyset\) (hence \(\text{int\,}\Omega_t\neq \emptyset\) for each \(t\in Q\)). This excludes the interesting case when some \(\Omega_t\) is a line-segment or a singleton in \(\mathbb{C}\). The main aim of this paper is to provide some characterizations for \(p^*\) without this restriction and results have been obtained by virtue of a study of the notion of the strong CHIP (conical hull intersection property) for an infinite family of closed convex sets in a Banach space [see \textit{C. Li} and \textit{K. F. Ng}, SIAM J. Optim. 14, No. 2, 584--607 (2003; Zbl 1046.90103)].
