    The author considers second order, uniformly elliptic, nonvariational operators on \({\mathbb R}^d\) of the form \[ L=\sum_{i,j=1}^d a^{ij}\frac{\partial^2}{\partial x_i\,\partial x_j} + \sum_{j=1}^d b^j \frac\partial{\partial x_j} + c \] with bounded, measurable coefficients. The set \({{R}}(p,\Omega)\) is defined as the set of those \(L\) for which \(L(W^{2,p}(\Omega))\) is dense in \(L^p(\Omega)\). Necessary and sufficient conditions are given for \(L\) to belong to \(R(p,\Omega)\). The author constructs an operator \(L\) as above, which does not belong to \(R(p,\Omega)\).
