Under certain conditions, the author proves the completeness and the Abel basis property of the system of root vectors for quadratic pencils of abstract operators. Being applied to the following problem \[ \lambda^2u(x)+\lambda A_1u(.)-(b(x)u^{\prime})^{\prime}+B_1u(.)=0, \] \[ \alpha\lambda^2u(0)+u^{\prime}(0)=0, \] \[ \beta\lambda^2u(1)+u^{\prime}(1)=0, \] where \(\alpha\), \(\beta\) are real numbers, the abstract results lead to the following theorem. Theorem. Let the following conditions be satisfied: (1) \(b(.)\in C^1[0,1]\), \(b(x)>0\) for \(x\in [0,1]\); (2) \(\alpha<0\), \(\beta>0\); (3) the operators \(A_1\) and \(B_1\) from \(W^1_2(0,1)\) into \(L_2(0,1)\) are compact. Then the spectrum of the problem above is discrete, for any \(\epsilon>0\) there exists a finite number of eigenvalues of the problem outside the angles \(| \arg\lambda +{\pi\over 2}| <\epsilon\) and \(| \arg\lambda - {\pi\over 2}| <\epsilon\), and a system of root functions of the problem is 2-fold complete in the spaces \(W^2_2(0,1)\oplus W^1_2(0,1)\) and \(W_2^1(0,1)\oplus L_2 (0,1)\). Similar results are obtained for a boundary problem corresponding to the fourth order differential equation.
