    Let \(\zeta(s)\) denotes as usual the Riemann zeta-function. Let \(t_n\) be positive roots of \(\zeta(1/2+ it)\) counted with multiplicities and ordered in the increasing order. Moreover, let \(\lambda_n\) be the least \(t\) in the interval \((t_n, t_{n+1})\) for which \(|\zeta(1/2+ it)|\) is maximal. Finally for a nonnegative integer \(k\) and real parameters \(\theta> 0\) and \(T> 1\), let \[ S_k(T,\theta)= \sum_{\substack{ n\leq N\\ \lambda_{n+1}- \lambda_n\leq 2\pi\theta/\log T}} |\zeta'(1/2+ it_n)|^{2k}, \] \[ S^+_k(T, \theta)= \sum_{\substack{ n\leq N\\ \lambda_{n+1}- \lambda_n>2\pi\theta/\log T}} |\zeta'(1/2+ it_n)|^{2k}, \] \[ S_k(T,\infty)= S^-_k(T, \theta)+ S^+_k(T,\theta). \] The authors prove the following estimates valid for \(T\to\infty\): \[ S_1(T,\infty)\leq 0.02513\dots T(\log T)^4+ O(T(\log T)^3), \] \[ S_2(T,\infty)\leq (0.000030036\dots+ o(1)) T(\log T)^9, \] \[ S_1(T,\theta)\leq {\pi^3\theta^3\over 2688} T(\log T)^4+ O(T(\log T)^3), \] \[ S_2(T,\theta)\leq \Biggl({\pi\theta^3\over 73920}+ o(1)\Biggr) T(\log T)^9. \] As a corollary, assuming the Riemann hypothesis they obtain for \(0<\theta< 1.047762\dots\) and \(T\to\infty\) the following lower estimates: \[ S^+_0(T,\theta)\geq (33292.8\dots+ o(1))\Biggl({1\over 24\pi}- {\pi^3\theta^3\over 2688}\Biggr)^2 {T\over\log T}, \] \[ S^+_2(T,\theta)\geq (2\pi+ o(1))\Biggl({1\over 24\pi}- {\pi^3\theta^3\over 2688}\Biggr)^2 T(\log T)^7. \]
